The GCC Hiring Decision Checklist. Fifteen questions before the offer.
A short, practical set of questions for founders, CEOs and HR leaders making a senior or business-critical hire in the UAE, Qatar or wider GCC. It follows three stages of the Human Capital Decision Framework™: Reality, Judgment and Decision.
REALITY
What is actually true?
Before you read the CV, read the situation.
- What problem is this role meant to solve, in one sentence?
- What stage is the business at, and what does that stage demand of this seniority?
- Who owns the business, and how will that ownership read this person?
- Is the real constraint a missing person, or the way the work is organised?
- What has changed in this role in the last 12 to 18 months?
JUDGMENT
What does the evidence mean?
Separate what the profile says from what it demonstrates.
- Which results can be verified, and who can verify them?
- Did this experience happen in a context similar to yours, or only a similar title?
- What would this person need to learn first in your market, and how fast?
- Which evidence deserves more weight than the interview impression?
- What assumption behind the offer, if wrong, makes this hire fail?
DECISION
What is the most defensible move?
Decide in a way you can explain to the board.
- If this hire fails in a year, what will leadership say was missed?
- What is the cost of waiting another month, and the cost of a wrong appointment?
- Who else must be aligned before the offer is made?
- What would make you walk away at the final stage?
- Can you explain the decision in three sentences without mentioning the CV?
If several of these questions are hard to answer, that is the signal. An independent second view is most useful before an offer becomes a commitment. This checklist is general guidance, not a substitute for advice on your specific situation.
